The Android phone has to have 3G. Androids make no sense if they're WiFi-only. They just don't. Why? For one, being able to use your Android as a Portable WiFi Hotspot is a major feature. Also, downloads from the Android Market, and even basic online navigation is much faster on a 3G connection.
